To get the best participation from your citizens, they need
to be instructed about the importance of Community Watch (CW) and how they fit in. This
inexpensive guide was prepared to instruct the residents of the community about what it
means to be part of a Community Watch.
It gives them a brief CW history, familiarizes them with
what CW is and what it is not. The Citizen's Guide also shows, in real terms, the benefits
they'll gain by participating in the program and what their responsibilities are.
